The seal is the element that actually contacts the sleeve and lifts the film off it. Scale and biofilm build up on the outside of the quartz sleeve and absorb UV before it reaches the water, so a fouled sleeve cuts the delivered dose while the lamp itself is still perfectly good. It is therefore a consumable rather than a repair part: as the seal hardens and loses its interference fit against the quartz the wipe becomes incomplete, and measured UV intensity falls with a good lamp still fitted.
