The plate is the carriage that spans the lamp array: it carries one wiper element per quartz sleeve, so a single stroke of the drive cleans every sleeve in the chamber at once rather than one at a time. Scale and biofilm build up on the outside of the quartz sleeve and absorb UV before it reaches the water, so a fouled sleeve cuts the delivered dose while the lamp itself is still perfectly good.
