The quartz sleeve isolates the lamp from the water and passes the germicidal UV into the chamber. It fouls with hardness, iron and manganese deposits and is cleaned or replaced when the UV intensity reading cannot be recovered. Check overall length, outside diameter and whether one end is domed (closed) before ordering, and replace the sealing O-rings whenever the sleeve is removed.
